Healthcare administrative errors cost an estimated 100,000 lives1 annually, almost all preventable by technology that is available today. And by saving lives, we can also save an estimated $162 billion annually!2   

Although the technology is available and the benefits are real, widespread adoption has been difficult to achieve because of the fragmented state of our healthcare system. There has been much discussion, but little action.  Dr-connect is trying to help change that, starting right now in Tampa Bay.  It’s a monumental endeavor, but even the longest journey starts with a single step.

As a first significant event, Tampa Bay was chosen as the recipient of a $3 million software grant from The Center for Community Health Leadership .  There were over 90 competing communities, including Silicon Valley as the other finalist.

Led by Doctors Administrative Solutions, LLC (“DAS”), Tampa Bay’s application had broad community support from diverse leadership including the Tampa Bay Regional Health Information Organization (“RHIO”), the Tampa Bay Partnership, Mayors Pam Iorio and Frank Hibbard; U.S. Representatives Kathy Castor and Gus Bilirakis; community business leaders; LabCorp; Helen Ellis Memorial Hospital, and hundreds of physicians and other healthcare providers.

Through this grant, dr-connect is putting electronic health record and connectivity software in the hands of physicians at a fraction of its true cost, and is building the foundation of Tampa Bay’s electronic healthcare network.  Connecting physicians, hospitals, home health care providers, laboratories, diagnostic centers, payers and other key members of the healthcare community, dr-connect will help to establish Tampa Bay as a leading edge healthcare community.  And we’ll save lives and dollars in the process.

Leadership

ROBERT W. YELVERTON, M.D.
CEO, Medical Director
Tampa Bay Women’s Care

Dr. Yelverton graduated from the University of Mississippi School of Medicine in 1967, and completed his Internship and Residency at that facility. In 1971, he relocated to Tampa, Florida serving two years as Chief of Department Obstetrics and Gynecology at the United States Air Force Regional Hospital, MacDill Air Force Base.

Dr. Yelverton began private practice of obstetrics and gynecology with Dr’s. Qualey, Marston and McCammon in 1973. He served on the Medical Staff at St. Joseph’s and St. Joseph’s Women’s Hospital for thirty-three years. During his tenure on the Medical Staff at St. Joseph’s Women’s, he served as Chief of Department Obstetrics and Gynecology, President of the Medical Staff, and as a member of the Board of Directors at St. Joseph’s Hospital. He currently serves on the St. Joseph’s Hospital Foundation Board.

Locally, Dr. Yelverton has also served as President of the Tampa Ob/Gyn Society, Florida Ob/Gyn Society and Hillsborough County Medical Society. Currently he serves as the Chairman of the Medical Advisory Committee for the Florida Birth-Related Neurological Injury Compensation Association (NICA) Board of Directors.

Nationally, Dr. Yelverton has served on the faculty of many American College of Obstetricians and Gynecologists (ACOG) sponsored seminars and quality management, medical staff leadership and practice management. He has also served on the ACOG Committee on Quality Assurance, the Committee on Practice Standards and chaired the ACOG Committee on Primary Care. Currently he serves ACOG as the Chairman of the Practice Management Committee and Vice Chairman of ACOG’s Task Force on Changing Practice in the 21st Century.

Dr. Yelverton is currently the CEO/Medical Director of Tampa Bay Women’s Care, LLP, a group comprised of 68 Obstetrics/Gynecology physicians in the Tampa Bay area.

DAVID SCHLAIFER

David Schlaifer is a 25-year veteran executive with a proven track record in rapid-growth environments. He has a history of success in both strategic development and operational execution, including having achieved triple-digit revenue and earnings growth in numerous companies – domestic and international, large and small. He has led teams that have established innovative new products and methodologies, substantially improved profit margins and cash flow, and earned national awards for operations excellence and quality. In addition, he has provided strategic and operational direction for domestic and international mergers and acquisitions.

David is the founder, President and CEO of Doctors’ Administrative Solutions, a healthcare technology firm that provides physicians with technology-based solutions to improve their practices. He led the Tampa Bay community initiative to win a $3 million software grant from the Center for Community Health Leadership, including assembling a coalition of political, healthcare, and other business leaders to secure the grant over the applications of 90 other communities.

Previously, he was CEO of LegalWise North America, a legal expense benefit company widely recognized as the most innovative and technologically advanced provider in its class. Mr. Schlaifer held a concurrent position as Group Vice President of its parent company, Capricorn International, a billion-dollar privately held global conglomerate with interests on five continents. Prior to that, he was COO of another Capricorn portfolio company, Hollard Insurance, now one of the largest insurance companies in South Africa. He has held other positions including CFO/Director of Operations for a healthcare technology company and management positions with Progressive Insurance Company and American Hospital Supply. He is founder and serves on the Board of Directors of the Tampa Bay Health e-Connection, sits on the Tampa Bay RHIO steering committee and Tampa Bay Technology Forum Healthcare Committee, and serves on the Advisory Board of Education Africa USA.

David is an admitted member of the Illinois and Florida State Bars (inactive). He received his Juris Doctor from IIT Chicago-Kent Law School and graduated cum laude from The Ohio State University with a Bachelor of Science in logistics and marketing.

LAURA KOLKMAN
President
Mosaica Partners

Laura Kolkman, the founder and President of Mosaica Partners, brings over two decades of international experience in Health Care and Information Technology. She began her professional career as a Registered Nurse. Intrigued by the potential for using information technology to improve healthcare quality, Laura returned to school and earned a Masters Degree in Computer Science. After earning her master’s degree Ms. Kolkman held a variety of national and international executive level positions in the pharmaceutical and technology industries, including that of Chief Information Officer for a multi-billion dollar corporation. As a Registered Nurse with a Masters Degree in Computer Science she brings a unique set of skills that aid in seamlessly blending the two worlds of healthcare and information technology.
